Can a Content Presenter Contribution File Inherit Custom Metadata (Doc ID 1991264.1)

Symptoms

A criteria workflow is defined on the Security Group attribute and another custom metadata field that is assigned to a parent folder.  When creating content in Content Presenter, the workflow is not triggered when the file is assigned to that folder and so the workflow assignment field is empty and the item is released. Is there a way to have the parent metadata inherited during this check in process?
