Symptoms
When executing mod_plsql application, it fails with "HTTP-500 Internal Server Error"
and ohs1.log output shows "HTTP-500 Failed to bind target procedure ORA-01036" message.

This issue is depended on data type owa.vc_arr when parameter name is >= 30 bytes,
and sending date size is >= 1500 bytes,and multiple data is sent.
