ODI 12c Studio Frequently Hangs Due to "enq:TM - contention" Database Locks

Symptoms
In a heavily used and/or shared Oracle Data Integrator (ODI) 12c environment, where many users simultaneously access ODI Studio objects, ODI frequently freezes or hangs. On the database side, messages regarding enq: TM - contention are observed.
For example, when one user tries to save a Mapping, ODI Studio is blocked or freezes, despite the fact that the respective Mapping isn't used by any other user at that time.
To release the lock, the ODI Studio process has to be killed.
