WC_Spaces Managed Server Remains In STARTING State (Doc ID 1994340.1)

Symptoms

After shutting down a managed server, when restarting, it remains in 'Running' state.
Deadlocks are reported in the thread dumps.

In the Calling stack, the WebCenterResourceBundle.forceADFLookup, shows:
