Symptoms

 When migrating from a non-Oracle database to a target Oracle 12c database the 'CREATE USER xxxx ....' statement does not assign a quota for the tablespace.

The statement created is in the format -

 during object creates.

Changes

 This worked okay when migrating to a 11g database and only happens when migrating to a 12c database.
