Rebuilding Index Error: WebCenter Content (WCC formerly UCM) 11g, Database Fulltext Indexing with MS SQL (Doc ID 2000513.1)

Symptoms

On : 11.1.1.8.0 version, Content Server using MS SQL Server database

When attempting a Full Collection rebuild after switching to DatabaseFullText search engine, the following error occurs.

ERROR
-----------------------
Indexing aborted (time here). Indexer could not create table or index: IdcColl1. Encountered and exception while executing a query.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add searchengine=database.fulltext to config.cfg, and save
2. Restart the content server
3. Click administration -> admin applets -> repository manager -> indexer tab -> bottom start button to start full collection rebuild
