Could Not Start Server Of Type 'server' At Default Relative Web Root URL 'cs' (Doc ID 2001374.1)

Symptoms

A new install of the UCM Managed server shows errors on start up and user is unable to login due to 404/403 error in UCM console.

The errors and exceptions thrown in the server logs are generic in nature.

Excerpt from the UCM_server1.log:
