Export to disk publish (static publish) completes without error but does not write any files (Doc ID 2002154.1)

Symptoms

Export to disk publish (static publish) is not exporting a custom-made site, export finishes successfully but nothing is written to the export directory, there are no errors in sites.log.
When exporting AviSports sample site on the same system, the export finishes successfully and expected files are written to the export directory.
