Errors Seen When Starting the WC_Spaces Managed Server After Applying WebCenter Content Bundle Patch: "User does not have sufficient privileges"

Symptoms
After applying WebCenter Content BP6 or later (11.1.1.8.6+), when attempting to start WC_Spaces managed server the following error occurs:
ERROR
<Cannot set default attributes, role,FmwAuthenUser,1,account,AUTHEN,1,account,WCILS,15, for the key, Fmw
oracle.stellent.ridc.protocol.ServiceException: csUnableToSetDefaulAttr(role,FmwAuthenUser,1,account,AUTHEN,1,account,WCILS,15) User '<USERNAME>' does not have sufficient privileges.

In this case the <USERNAME> reported in the above message is a user created in the external LDAP (OID).
This is a valid user and has Administration Rights in Content Server.
This is the user that was set in the WebCenter Portal Connection to WebCenter Content.
The issue can happen with any user from the external LDAP specified in the WebCenter Connection to WebCenter Content.
STEPS
The issue can be reproduced at will with the following steps:
- Apply WebCenter Content BP6 or later.

The issue doesn't happen with WebCenter Content BP5 or below.
