Cannot create a new table using SDO_GEOMETRY (Doc ID 2002435.1)

Symptoms

 CREATE TABLE table1 (
  id NUMBER PRIMARY KEY,
 name VARCHAR2(32),
 shape SDO_GEOMETRY);

 SDO_GEOMETRY(
