When downstream application response is slow, OAG crashes instead of refusing more requests.
ERROR

WHAT IS WORKING
--------------------------------
When the downstream application took long time to respond (more 30 seconds), OAG continued to accept new requests and crashed with a too many open files error.
STEPS
-----------
1. Make a request from OAG
2. The application responds but takes more than 30 seconds
3. OAG continues to accept new requests, then crashes.
4. too many open files error is seen
BUSINESS IMPACT
-----------------------------
This issue is preventing the OAG from servicing application that takes a longer time to respond.
