Some Users Cannot Access Contributor UI Due to "Error reading configuration file" (Doc ID 2005682.1)

Symptoms

When certain users log into WCSites and attempt to access the Contributor UI, an alert appears with the following message:

Error reading configuration file
Unable to read the configuration file. Please check the console for more details (SyntaxError: Unexpected token <)

and in sites.log:

[2015-04-30 14:01:40,697 EDT] [ERROR] [TP-Processor8] [fatwire.logging.cs.db] Failed to execute query select * from ElementCatalog where elementname like 'UI/Config/%Html' for query configElements
[2015-04-30 14:01:40,698 EDT] [ERROR] [TP-Processor8] [fatwire.logging.cs.jsp] sql failed for select * from ElementCatalog where elementname like 'UI/Config/%Html':
[2015-04-30 14:01:40,698 EDT] [ERROR] [TP-Processor8] [fatwire.logging.cs.jsp] ics:listloop tag failure: list 'configElements' not found!  pagename: fatwire/ui/controller/controller element: UI/GetConfigAction
