Starting OHS 12c (12.1.2+, 12.2.1.0+) via startComponent Script takes several minutes on a Linux Virtual Machine (Doc ID 2006106.1)

Symptoms

On a virtual machine it was taking several minutes to start OHS 12.1.3 via the startComponent script.
It was thought that this should take on the order of seconds and not minutes. This issue does not occur when starting through Enterprise Manager Fusion Middleware Control (EM FMWc).

Script: $DOMAIN_HOME/bin/startComponent.sh <COMPONENT_NAME>
