Access Policy Not Working For Same Resource Object But Different IT Resource (Doc ID 2006903.1)

Goal

Have EBS connector configured in HRMS Foundation Mode. Auto-provisioning is configured and is working fine. Later, created new IT resource and application instance which shares the same Resource object, process forms , process definitions and other connector component. Then created a new access policy for this new IT resource. It has been observed that, when the particular role gets assigned to user, either one of the application instance gets provisioned.
