Solution
Note: The following steps are only to upgrade the Webcenter Content server's Weblogic Server and WCC Domain. This will not install the new ADF User Interface UI.
Note: Upgrading an IBR, Inbound Refinery to 11.1.1.9 is not supported.
 A. Enable any components that will be used at some point in the future
 B. Disable obsolete components
 C. Disable custom components
 D. Stop the Weblogic processes
 E. If the version of Weblogic is not already 10.3.6.0, upgrade it to 10.3.6.0
 Download WLS 10.3.6
 Upgrade WLS
 F. Upgrade the WebCenter Content server
 G.  If this is an upgrade from 11.1.1.3 WCC to 11.1.1.9 - The Middleware shared libraries and the configuration and stores must be updated
 H.  Update the WebCenter Content database schema to comply with the 11.1.1.9 WCC
Note: If WCC schema will be migrated to a different database than the database the schema was initially installed on.
 I.  If necessary, upgrade the Java JDK
 J. Install the latest Outside In opatch
 K.  Apply the latest released WCC opatch - The now upgraded WCC is only at the base 11.1.1.9 version.
 L. For Windows x64 servers (2008 and 2012) only
 M. For clustered WCC Domains
N:  Restart the WCC, IBR, and IPM Managed Servers
 O. Check the integrity of any custom metadata fields
 P. Optionally, install the User Interface domain.
