Unable to Save Group Property Value in WebLogic Portal (WLP) Admin Tool (PAT) after Upgrade to WLP 10.3.6

Symptoms
After upgrading from WebLogic Portal (WLP) 10.3.2 to 10.3.6, and then applying Patch TYIT from WLP Bug 19173419, group property sets cannot be updated in the Portal Admin Tool (PAT).
This can be reproduced with the following steps:
1) Log into PAT after applying patch TYIT in WLP 10.3.6.
2) Group Management -> group profile -> edit a property.
3) The property cannot be updated.
Note: There are no errors or warnings.
Changes
Upgrade from WLP 10.3.2 to 10.3.6 and applying Patch TYIT from WLP Bug 19173419.
