When NativeVersionEnabled=false, WLS Server Cannot Be Started by NodeManager Throwing java.lang.ClassNotFoundException (Doc ID 2008576.1)

Oracle WebLogic Server - Version 10.3.6 to 12.1.3.0.0
Microsoft Windows x64 (64-bit) - OS Version: 7

Symptoms

 Under all of these conditions:

  1. WLS on Windows OS, system variable PATH includes space (eg. C:\Program Files\xxx xxx;).
  2. NodeManager is set with these options:
            NativeVersionEnabled=false
            StartScriptEnabled=false

when you start the WLS Server by NodeManager, the following exception will happen and start up fails:
