Accented Characters not Encoded Correctly when Importing to Sites with Dynamic Converter (Doc ID 2008660.1)

Symptoms

When viewing a document that contains accented characters in HTML format within WebCenter Content the document will render fine, but when using Dynamic Converter to import the same HTML document to WebCenter Sites, accented characters in the generated ZIP archive will not be encoded correctly .
