WFR Error "Import Step: Failed To Add File 'C:\forms\import\batches\batchID.dat' To Folder!" Occurs During RTS Setup (Doc ID 2014775.1)

During the setup of an RTS instance, the following error is received when processing tif files:

"Import Step: Failed to add file 'C:\forms\import\batches\batchID.dat' to Folder!"

"Bad image has been moved to 'C:\forms\import|badimages of BatchID.dat"

The user is a full administrator on the local PC.
