Symptoms
JDeveloper creates a webservice for a packaged function that should output an XMLTYPE, but instead outputs a string.

The resulting string does contain the correct xml output, but it has enclosed it with CDATA when being tested with SOAPUI:
The requirement is to expose this function as a webservice and output just the XML without enclosing the response in CDATA ( <![CDATA[).
