Upgrading DS6.3 to DS7.0 in non-sync replicas system clock environment can cause "adjustment limit exceeded" error

Issue reproduce step:
1, Create masterA and consumerB as master-consumer replication topology.
2, Set different system clock between the replicas.(set masterA 10mins faster than cunsumerB)
3, Upgrade cunsumerB DS instance from 6.3 to 7.0 .
4, Restart the upgraded cunsumerB, then 'nsState' corruption happens with below message output in error log.
[09/Apr/2015:14:08:44 +0900] - ERROR<38994> - CSN Generation - conn=-1 op=-1 msgId=-1 - _csngen_adjust_local_time: adjustment limit exceeded; value - 1428556124, limit - 86400
Replication function fails to sync data.
