OSB - Project Tree is not visible in the OSB Console after file system crash (Doc ID 2016173.1)

Symptoms

File system where OSB domain home was located got corrupted.

Unable to perform any project-related administrative tasks from the OSB Console, ie: export/import services, since the project tree is not visible.

The admin server log displays the below errors:
