After upgrade to 12.1.3 there is an error preventing email notifications from being sent, 'exception.code:31015' (Doc ID 2016656.1)

Symptoms

 After upgrading the domain to 12.1.3 the following error is seen when sending email notifications and the messages are not sent:

 

Although the startup error does not appear to cause any problems with soa-infra or composite deployment, it is the root cause of the later failure in notifications.
