Exalogic Virtual: vServer Creation Fails With "No Server pools in your account can satisfy request of x CPU" Error (Doc ID 2017130.1)

Symptoms

You have an Exalogic Virtual system that has been successfully creating Guest vServers for some time.

However, you recently reached a point where, despite having sufficient free storage and enough free CPU and RAM available on some compute nodes to create additional vServers of the size you require, you are unable to initiate a vDC-Create-vServer job from the EMOC BUI. At the end of the "Create vServer" wizard, when you click on the FINISH button you immediately encounter a pop-up error dialog stating "No Server pools in your account can satisfy request of X CPU Y GB memory,ZZ.ZZ GB Storage(117922)" and no vDC-Create-vServer job is initiated in the Enterprise Manager OpsCenter (EMOC) jobs pane:



In addition, within the cacao.0 log file on the ExalogicControl vServer (/var/opt/sun/cacao2/instances/oem-ec/logs/cacao.0) you see the following error whose timestamp correlates with the time the error was displayed within the EMOC BUI:
