Symptoms
Template changes are not being reflected. The editor makes some changes to a Template but when they preview a page that uses the Template it is still showing the old code, even after flushing all caches.
Changes
WebCenter Sites was installed on WebLogic. The Staging Mode of the managed server is "staged".
