OAM Coherence Node Does Not Recover From Network Outage

In a clustered OAM deployment, it is observed that when there is an extended network outage, of, for example 1 minute, that upon network services resuming the Coherence component that runs the session management engine (SME) does not recover on the node which suffered the outage. Why might this be?
