Symptoms

When deleting a row from SystemLocaleString table via Sites Explorer, it deletes not only the target row but also other many other rows which have same Locale value. i.e. when deleteing a row whose Locale=ja_JP, all other rows which have Locale=ja_JP are also deleted.
