WebCenter/SOA - Cannot Send Message To Administrator From WebCenter Portal - BPEL server is either down or not properly configured - BAD_CERTIFICATE (Doc ID 2021830.1)

Symptoms

When using WebCenter Portal 11.1.1.8.4 with SOA (which is in a separate domain) and attempting to send a message to the administrator, an error is seen:

WCS#2015.05.13.08.35.18: Unable to send notification to administrator(s). The reason is : BPEL server is either down or not properly configured


The following is seen in the Spaces Logs:
