OEPE Bundle Downloads Are Ending Up With CORRUPT ERROR (Doc ID 2022080.1)

Symptoms

When downloading OEPE through OPN, getting a successful download but when trying to run the executable the following error is printed out:
Could not extract the archive since it is corrupted. Error code = 50
The issue occurs while trying to download 32 bit version of OEPE.
