Community Management in WEM UI Shows "The requested URL /cg/admin/WemContext.action was not found." (Doc ID 2022210.1)

Symptoms

When trying to open the Community management console from WebCenter Sites Authoring, the user gets an error:
  The requested URL /cg/admin/WemContext.action was not found.

Viewing the browser requests, there is a 404 response from the request to http://{community-gadgets-management}:80/cg/admin/WemContext.action
