Cannot Save Fragment Library with Connection Reset Error (Doc ID 2023813.1)

Symptoms

After making a change to a fragment the user was not able to save the fragment library, via Site Studio Designer, back to the Content Server.


ERROR
-----------
While attempting to save the fragment library (with Site Studio Designer) the following error is returned:
'Failed to check-in file "FRAGMENT_LIBRARY" from location "%TEMP_FOLDER%". (The connection with the server was reset)'

Failed to check in file "FRAGMENT_NAME" from location "C:\Users\\AppData\Local\Temp\Stellent\Site Studio\1434349170\Fragment Library\FRAGMENT_NAME.xml".

STEPS
-----------
1. From Site Studio Designer modify a custom fragment.
2. Attempt to save the file.

OR

1. From a browser, select the zip file as the Primary file and the fragment library as the Alternate file and attempt to check in the library.
2. The attempt to check the file in will fail.
