Initialize Realtime Destination Fails with -3 Error Code (Doc ID 2024197.1)

Symptoms

Publish is failing with -3 errors:
Error publishing Asset Types, -100, No response from remote execute trying to save assettype [error was -3]sendRows: Mirror failed, errno=-3.

and

Error: during mirror operation. Error number = -12011. No response from remote execute trying to save assettype [error was -3]sendRows: Mirror failed, errno=-3

The sites.log contains error:
