"ViewObjectImp" Error Leads To Null Pointer Exception Error

Symptoms
In a custom application, on Logout/Login, the below or similar error is being displayed in the diagnostics log:
oracle.jbo.JboException: JBO-29000: Unexpected exception caught: java.lang.NullPointerException, msg=null
at oracle.jbo.server.ViewObjectImpl.activateNewRowTracker(ViewObjectImpl.java:20268)
at oracle.jbo.server.ViewObjectImpl.activateNewRowTracker(ViewObjectImpl.java:19138)
The error can be seen intermittently, leading to Null Pointer Exceptions to end users.
