Oracle Reports: REP-108 When Trying To Run A Report With An Image File Name That Contains Special Characters (Doc ID 2029420.1)

Symptoms

When using reports with graphics, if the image file name contains an "Umlaute" character the file is not recognised.

For example: 

A report with a German "Umlaute" like "öäü" fails with the following file not found error:

REP-108: /directory/000_Test_Ü.JPG
