Errors Encountered During FMW 11.1.1.9.0 Instance Creation on Windows (Doc ID 2029443.1)

On : 11.1.1.9.0 version, Web Tier Installation, but can happen anywhere Oracle HTTP Server and OPMN are installed.

Web Tier 11.1.1.9.0 config wizard hangs at zero percent when creating the Instance on a Windows Server.

The install.out has the below error:

This happens when OPMN tries to start the Oracle HTTP Server.
