Symptoms

Upgrade to GoldenGate plugin 12.1.0.3 using OEM 12c R4+ (no EMBP PSU installed) fails with:

Error message : Server-side plug-in deployment failed. Error in schema
configuration: ORA-06550: line 7, column 17:

PLS-00302: component 'MIGRATE_TO_MULTIAGENT' must be declared

ORA-06550: line 7, column 3:

PL/SQL: Statement ignored

 happens when deploying the plugin on OEM 12c R4+ with bundled patches (EMBP PSU) in place.
