Symptoms
Trying to install FMW 11.1.2.1 Forms and Reports 32bit on MS Windows 2008 R2 64bit and weblogic 10.3.6, Where same 64bit sofware was previously installed.
During the execution of the Config Wizard, the domain creation fails with the following error in install<date>.log and install<date>.out:
