[PS3] AdminServer Fails To Start With Unique Constraint Violation (Doc ID 2035584.1)

11.1.2.3.0 new install.

Symptoms

11.1.2.3.0 version.

Customer is installing the Oracle Access Manager version 11.1.2.3.0 following the guide:

But at last step 12 the start fails with continuous errors
