Unable To Release An Entire Enterprise Capture Batch To Commit (Doc ID 2037086.1)

Symptoms

When releasing a batch to Commit, none of the documents get released. However, if you open the batch and click on the first document, then select release, only the first document gets released. Subsequently, in order have the entire batch released, each document has to be selected.

There are no errors in the logs.  The batch does not generate any errors.
