SOA to SOA calls result in 'Unable To Invoke Endpoint URI' Exception (Doc ID 2037644.1)

Goal

Client is receiving a "Error while invoking endpoint " - "javax.xml.soap.SOAPException: oracle.j2ee.ws.saaj.ContentTypeException: Not a valid SOAP Content-Type: text/html; charset=UTF-8" series of errors/warnings.

Configuration:  HTTPS enabled Frontend F5, backed by the SOA servers that are HTTP enabled - SSL is terminated at the F5, sending HTTP to backend soa servers
