Login over HTTP Does Not Work with "Restrict cookies to HTTPS Sessions" Checked for WebCenter Sites deployed on WebSphere (Doc ID 2039199.1)

Symptoms

Unable to login to Sites UI over HTTP; got a semi-blank (grey) screen after logging in.

During login, notice a REST request, e.g. http://host:port/context/REST/users/username , returns a response of 403 complaining that "no ticket or multicket is present".

Changes

(WebSphere specific) "Restrict cookies to HTTPS Sessions" is checked for the application server instance in question.
