User assigned to WebLogic Operators and Monitors groups cannot view partitions under soa-infra in EM Console

Symptoms
On : 12.1.3.0.0 version, BPEL Service Engine
When attempting to access the soa-infra partition in the EM Console, logged on as a user in groups Operators and Monitors, the following error occurs. This same user was successful in 11.1.1.7.0.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Log on to WLS Admin Console and create user zhurston in myrealm.
2) Assign groups Operators and Monitors groups to user zhurston.
3) Log on to EM Console and access soa-infra.
4) Error message is seen for all regions.
