cos-admin is redirecting to cas on localhost despite of the setting of managementCAS in cos_registry_schema.xml (Doc ID 2043628.1)

When trying to verify cos-admin webapp as part of the installation process, the URL -

http://cos-mgmt_host:cos-mgmt_port/cos-admin/start.jsp?siteid=BaseSite

redirects to -

http://localhost/cas/login?service=http://cos-mgmt_host:cos-mgmt_port/cos-admin/registered/Site/BaseSite/AllComments/View.action

We can't find where it is getting this localhost value from, even though the following is set correctly in cos-boot/WEB-INF/classes/cos_registry_schema.xml:
