Moscow Time Zone Is Not Correct In WCC System Properties Or User Profile (Doc ID 2048321.1)

Symptoms

On : 11.1.1.8.0 version, Content Server

ACTUAL BEHAVIOR
---------------
Moscow time is GMT +4 in WCC (System Properties and user Profile).
It should be GMT +3.

EXPECTED BEHAVIOR
-----------------------
Moscow time to be GMT +3.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to WCC
2. Navigate to the User's Profile by clicking on name in upper right
3. Choose Moscow from drop down location list
4. Observe that Moscow time is incorrect.
Also, launching System Properties shows the same behavior.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot check in content with an accurate date/time when Moscow is used.
