Goal
Starting with OSB 12c, any OWSM exception means the Proxy Pipeline is not invoked.
The code was modified for security considerations and by design it will not execute the Pipeline in case of an OWSM violation, instead it will return the fault directly to the client. If the OWSM layer throws an exception, a SOAP fault is returned to the caller, without invoking the Pipeline.
This leads to a situation where SOAP Fault cannot be customized in a global error handler of the Pipeline as in 11g.
