WEM UI error when managing sites/roles using hybrid Active Directory integration (Doc ID 2049384.1)

Symptoms

Sites was successfully integrated with ActiveDirectory in hybrid mode (that is, users and ACLs in AD, sites and roles in Sites database). Assigning users to roles and sites via the WEM Admin UI (WEM UI -> Users -> Manage User) fails with onscreen error:

Problem in replacing attributes. Contact Administrator. If users are stored in LDAP, then their LDAP entries must specify all user attributes in the futuretense_xcel.ini file.

and this error in sites.log

Exception replacing attribute for user:{some user name}
com.openmarket.directory.DirectoryException: detail:javax.naming.NoPermissionException: [LDAP: error code 50 - 00002098: SecErr: DSID-03150BB9, problem 4003 (INSUFF_ACCESS_RIGHTS), data 0

Assigning users to roles and sites via the Admin UI works as expected.
