WLST Fails to Connect to WebLogic Server if the Server SSL Protocol is Restricted (Doc ID 2049568.1)

Symptoms

When attempting to disable SSLv3 and only support TLS protocols, the option -Dweblogic.security.SSL.minimumProtocolVersion=TLSv1 was set on WebLogic Server. With this change, a WLST client cannot connect to the Weblogic server unless it also is started with -Dweblogic.security.SSL.minimumProtocolVersion=TLSv1.

We expect that the client and server should negotiate the highest mutually supported protocol, so it was unexpected for the WLST client to be rejected when the protocol was restricted on the server.
