Why Does the Folder Search from the Content UI Return Unmatched Results? (Doc ID 2056660.1)

Goal

Folders search from the Content UI brings back results that contain some folders not matching the searched string.

For example:

A user does a Folders search in the left panel of the Content UI, for the string: gov

The search returns expected results of folders like:
gov
Governance
GOV-02-09 Meetings
City Gov't logos
Board Governance

However, the results also contain folders containing 'go' or 'ov', but not containing 'gov', like:
Logos
DUGOUT
November
Oversight

Why are results returned that do not contain the exact string searched?
