Symptoms

Oracle Access Manager 11g (OAM 11.1.2.3.x) exportPolicy is not Exporting the Application Domains

When running the exportPolicy wlst command the output file is generated but has no application domains listed.  Examining the file we see something like the following:

<application-domains/>
<admin-policies>
