B2B Messages awaiting Acknowledgement from the Partner are marked "MSG_COMPLETE" rather then "MSG_WAIT_ACK" (Doc ID 2063295.1)

On : 11.1.1.7.0 version, B2B Engine

ACTUAL BEHAVIOR
---------------

If a Business Message is waiting for an ACK from the Partner then the message should be in "MSG_WAIT_ACK" however in "11.1.1.7.7" the message is marked "MSG_COMPLETE" right away even though the ACK is not received.


EXPECTED BEHAVIOR

The expected behavior (and one we also seen in "11.1.1.7.5" and "11.1.1.7.6") is as follows when the ACK is not returned ;

Message will be marked "MSG_WAIT_ACK". The retry settings will kick in and retry the message based on the retry settings. Once the retries settings have been exhausted the message will be marked "MSG_ERROR"
